No, her mum is from nz, but she was born here as far as I know. And if not nz'ers have completely different rules. They can live here. She can claim FTB & bb if she's living here even if shes not a resident/citizen. Sil & her family are all nz'ers. You can't claim ppp, pps etc until you have residency, but FTB you can.
If it was as simple as she can't, there's no reason to lie IYKWIM.
yeah the nz thing doesn't come into it, especially if she was born here.
they'd have to be earning over 100k a year, with her getting over 24k to make it not worth claiming at all - from what you've said in the past, that doesn't sound likely - so there is definitely something amiss.
