A friend of mine just had to get her son re-operated on because of his circumcision... this is the reason she said:

His surgery is to remove a membrane that has grown over the lower portion of the urethra opening. I guess this happens as a consequence of circumcision. The circumcision causes dryness and so a membrane grows over the opening.
