Liam has only the two bottom front ones which he got a few months back. I am still waiting for more and he is 16 months today. Looking back though DS#1 had the same bottom front two until almost 17 months. So i guess thay do come all in good time.
My DD went through all the 'symptoms' of teething as you say around 4-5 months - we didn't see a single tooth cut through until 15 months!!!! I swear she was teething back at 4-5 mths though - her cheeks were sooo red and would alternate in being red & flushed, dribbling, chewing on everything etc.
