Mostly.. pretty sure it may even be the only way - unless you're in the US!
I got mine from LullabyConceptions also (you'll find this is the place most buy it from, across the board).

Not sure. I didn't look around in the shops.
Tho, in saying that now I know where all the brands of HPT are sold I haven't seen Pre-Seed.
