my friend got ripped off 3K

so she bought something on ebay for circa 3K, and the seller and item are awol. the police in the relevant state have been notified as other winning bidders are in the same situation.

Is there any chance of her getting her $ back? Does it make a differentce if she has paid on paypal - I have heard if you use paypal you can get your $ back sometimes?
