We get new sand for our sandpit from a garden supply place. We get a trailer load and DH wheelbarrows it into the sandpit. It's pretty cheap, I can't remember how much though!
We don't replace it, just top it up when it's running low. We keep it clean by raking it keeping the sand turned over. We don't use a cover for ours because it's pretty protected, but you can use a tarp if you need to.

we use a streatchy netting for fruit trees to cover ours...then cats cant dig in it but it doesnt stay damp.

I got my sand (play sand that is safe for children) from bunnings. It was $9.35 for a bag. To fill a clam shell thing i only used 2 bags.

We used that too, it so fine and feels GREAT.. you can use a tarp, OR get the measurements and if you know someone handy get them to make a cover that stetches OVER the sandpit, you can use netting but it wont stop animals peeing in it.
Yeah I was thinking that, but I dont want the sand to be constantly damp kwim?

We got sand from a garden supply place too, half a load or something and it was about $30 or something. We have weed matting at the bottom of ours to stop the grass growing up through it, and then just cover it with shade cloth to keep the cats out, (and we dont even have cats) cos cat poo in the sand pit is gross!

If you want to be cheeky KL then get some from the beach. I know heaps of people who do that. They put tubs in the back of their 4WD's and then shovel away. I would recommend a cover to keep out nasties and remember to check regularly for spiders they like the sand pit to.
