I think be nice, but be honest. She doesn't sound particularly competent and it wouldn't be fair (or safe) to give another mother the impression that she is better than she is. You don't sound like the type of person that would run her into the ground and so I would just be clear and fair about the skills you think she is lacking, and why you think you would hire her as a babysitter but not a nanny.
