Can't help with the original sore but she may be allergic to betadine. It's a common allergy.

My little neice just had something like this when she was here for christmas - the dr said it was a skin infection (he couldn't say which infection exactly, but that they would try treating it generally and see how it went), gave her some antibiotics and some anti-inflamatory medication to put on it, as well as some dressings: although we were advised to let it air as much as possible.
