Another idea is if they can't reach the phone or can't remember, to tell them to run to a nearby neighbours house.

When i was 10 we had a house fire and my mum told me and my sisters to run to our neighbours house, they called the fire brigade for us as the house was too full of smoke to see where the phone was.
