You could have a quiet word to your vet about the situation and ask if the vet minds advicing him that he should just accept the refund of payment as the puppy's condition isnt good.
I am sureif you explain to the vet that you have the dogs best interest they would go along with it as it is true that the pups best interests are with you

Wow, if you get vibes that bad from this guy he must be bad... Poor puppy! Dont give him back!
