I've got absolutely no idea, but I agree with Kazzo in perhaps trying to ring the council. I had to post and let you know what your comment of the kids complaining they can't sleep because of quacking has actually made me laugh for the first time today I too live in suburbia, and the thought of DD not being able to sleep due to ducks is quite an interesting thought (although it wouldn't be that way if it was actually happening). I hope a solution is found soon.
