Pilling results when the garment is made from acrylic (or has a large percentage of acrylic). Acrylic is a synthetic (man made fiber) and is used because it's cheap and easier to wash (some people think) than wool. Personally i really avoid acrylic clothes because of the pilling and because it doesn't "breathe" very well (makes me feel uncomfortable).
You could try making a fuss. I'd get a refund and buy a wool or cotton-knit garment. it will say on a tag what the garment is made out of. It's one of the first things I investigate when buying clothing. It's often better to buy a second hand woollen garment than a brand new acrylic one.
If you decide to "make do with it" then you can shave the pilling off with a razor blade... I keep a disposable razor for this job.
