My brother did this to me when we were kids and my dad caught him in the act. It was the only time my brother got a beating from our dad.
If it had been the other way round I'm sure you would have expected your daughter to be punished so don't let the school off from punishing this boy - behaviour issues or not. If they don't take a tough stand on this di then contact your local federal member and the DET and report it through them.
