Don't worry about the dress colour, start with your eye colour.

Ewww, blue - no go with green eyes. Although to be honest I always say if you're comfortable with a colour, then it's yours.

I have the same colouring and tones as you (and trained in makeup), well I am going back to brown from platinum blonde tonight...

Anyway, if you want to highlight your eyes, go for the opposite colours on the colour wheel. Purples and pinks and bronze-golds look AMAZING with green eyes.
Stay away from black eyeliner and mascara, it's too harsh for pale skin. Warm browns are the way to go.
Daytime I wear light eyeliner and mascara in soft brown. Cover lids with a buff or soft pink - excellent "natural"look.
Nightime - just go a bit heavier on the eyeliner - don't draw all the way towards your nose, draw about halfway and make the line a bit thicker towards the outside. Smudge it with a cotton bud for the "smoky look". Use a base shade (beigy/brown) all over the lid, give depth with a nice chocolate brown (follow the line of your eye socket from the outer corner), and for the grand finale, highlight with a gold/bronze just under your brow bone (is that a bone lol?). Sometimes I put bright bronze in a fine line just above my eyelashes on the lid - and there you go CATWOMAN! No seriously, it's a great look.
Don't go heavy on the lipstick/gloss or you'll look like a clown. #1 rule - choose to highlight either lips OR eyes.

Do have a play before you go out - if you are not comfortable you'll feel it all night.
