In regards to the cream and foaming cleansers. There are products available to both skin types, it comes down to personal preference to begin with and then finding a great match for your skin type and needs from there. Many women prefer a foaming cleanser because of convenience, it's easier for them to cleanse in the shower and some women prefer that 'clean' feeling. A cream cleanser however is more preferred by women who don't like that 'tight' or some women might refer to it as 'clean' feeling and perhaps they like to cleanse their make-up off with tissue. I have clients that aren't necessarily dry and love a cream cleanser and visa versa; it starts with preference and then finding what's right for you. If a woman doesn't like the method of skin care, she isn't going to use it and won't see any results regardless.

I've already said what I have had to say about toner, but will just add that i don't believe people that suffer with breakouts should be using astringents or product with alcohol anyhow - most of the time that's where they are going wrong and are over stimulating the oil glands and wonder why their skin isn't any better.
