If you hate it, you can just pin it back for a season like Donna suggested, which is cute.
I had a fringe last season (cut it myself and looked pretty ace I reckon) BUT I have quite fine hair so come summer the hot days sent it all flat and oily so I had to pin it up. Thick hair would be a whole different ball game I imagine, just need a bit of straightening to shape it.
If you hate it, it's not that permanent, shouldn't take too long to grow out.

If I cut it just a half an inch shorter I'd have no worries at all!
I mustnt have the right face for it. But my SIL has one atm, like the singer Lily Allen, and it suits her perfectly, its so cute on her.
back to you. Honestly... it doesn't sound like your hair is well suited to a fringe? I think you might find it doesn't sit well without a lot of work if you describe it as 'fuzzy and dry'
You could always use a straightening iron, but I find this makes my fringe sit really weird. I just wash mine, give it a blast with the hairdryer and I'm ready to rock
Like I said, I've been thinking about mine a lot this week
