there is no non-invasive permanent make-up. Tattoo is the only long term/permanent method.... and depending on the person that does it - even the tattoo can fade/disappear within a few years (mine hasn't).
There are some products that you could call 'semi permanent'.
Like I sell some make-up pens in my salon. There is lip liner, eyeliner, eyebrow pens... and once they are on the skin - you can't smudge them or rub them off. They need to removed with make-up remover (or soap). They are popular with the Jewish community as the religous ones are not allowed to apply/remove make-up during sabbath... so they can apply it on Friday afternoon - and remove it on Saturday evening.
There are also lip stains - that colour the lips... but they usually fade with eating, licking lips etc...
