Maybe he could say that due to personal developments he felt he had to move on at the time, and now that these needs have been forfilled he would like to know if there is an opportunity to regain emplyment within the company once again.

He doesnt have to say what the personal developments were....he could say a white lie and say that at the time his 'head' wasnt in the right place IFYKWIM and he thought it would be better to remove himself rather then display the negetivity and stress he had in his work.

    Dear So and So,

I am writing to enquire after the availability of full time employment in "The Firm's" Harvey Bay offices. My family and I are relocating to the area, and having worked for The Firm for 3 years previously, I am interested in returning in some capacity.

Ideally, I am looking for a position that will allow me to pursue the practical experience necessary to gain my drafting license (??), with the view to project management.
Since leaving The Firm X years ago, my main focus has been ....... . I feel I have attained the experience in my current role required to move forward with my career and am interested in moving forward with The Firm for the long term.

I have also attached my full resume for your reference and look forward to hearing from you soon.

    Yours sincerely, etc etc.
