    Over and above the cover letter and provision of the resume, with govt job applications you need to include a statement that addresses all criteria (both essential and desirable) in the ad, so what I do is list all their criteria as headings, and then put dot points or a paragraph(s) under each showing how you cover each one off. It is a PIA, but necessary to get these roles. If he doesn't have the desirable criteria, just make a quick point of saying that he is happy to train to receive those quals, and perhaps outline any others he might have, or work experience that shows he is capable.
