I have read many different opinions on the subject but the main consensus seems to be that it's probably best not to make them ashamed of it by saying that they shouldn't touch themselves there, as 1) they will anyway, because it's pleasurable and therefore positively reinforcing, and 2) because you don't want to make them guilty about that pleasure, and therefore associate sex with guilt.
