nope - birth certificates can only be given to the informant - in the case of parents, it's both parents can apply - but he would have to pay for a second one, and provide ID etc. the grandparents can't get them. DH had trouble getting his OWN birth certificate (needed it for ID) cos he didn't have enough ID - go figure!
