As far as I know, public hospitals will only do c/s in an emergency situation, or if there is a genuine medical reason. And they decide what that reason is and whether it is necessary for a c/s. So basically in the public system it is assumed all women will have a vaginal birth except in extenuating circumstances. So if you want to have an elective c/s I suggest you go private.
