Try a spray or leave in conditioner in the kids ranges. They smell lovely and you can let her put it in herself.
Do you own morning ritual in front of her, brush your own hair, add the nice smelly stuff etc. She may follow your lead, mine does, to the point of trying to apply her own mascara...
Have you tried sitting her in front of the mirror when you brush? Tried an afro comb? (hey better than nothing).
A GF of mine says her child would have the rattiest hair in town if she didn't have Playschool on telly.
Buy heaps of lovely clips, ties, ribbons and put them in a jar for her to choose from.
I also hide a hairbrush in the couch so if we end up snuggling on the couch, she is likely to zone out and not really notice I'm brushing it.
Get DP to brush yours in front of the telly at night - and look like you are enjoying it! Not hard though tee hee!

i have manage to convince her if you keep you head UP the water will not run into your eyes.. arghhhhh and amazingly, our last 4-5 showers, she has asked for her hair to be washed!!!!!!!!
anyway something to bear in mind some people do have really sensitive scalps and even the slightest pull can be excrutiating
