I think other medical people (as in, outside of the hospital) can get them free, but in this particular case they couldn't because of the system change. So even if it was a GP or a different hospital I'm giving them to, I'd have had to still apply as though it was only for personal usage. Though again, I was only half-listening and building on my own assumption
