I'd highly recommend an outside opinion. That's why I asked about developmental concerns before. If he's not very communicative this could be partof a bigger issue someone can help you with.

If you decide to go back to nappies in the meantime then just explain how there are still some left so he can use them till they "run out". Leaves you with the option of coming back and him knowing you haven't just given up.
