I know what you mean Tegan. She could just be a bit unsure about sitting down to do the deed. Does she stand up when she wees?
Maybe you have to just keep trying and get her in a sitting habit. I think 15 mins is long enough. They only have a short attention span. You don't want her to feel like she has to sit then it will become a game of control IYKWIM.
