My understanding of HECS/HELP is very limited - but the bit I don't understand is the government are deregulating so universities can set their own fees right? But they are not capping the HECS amount that can be borrowed - so isn't that likely to mean a bigger HECS/HELP debt? Or is the theory that the big fees will put people off - so not as many people will take out the HELP in the first place?
