I managed with 2 sets for DD - but she wasn't a chucker and slept with me most of the time anyway. I rarely used a top shett due to wrapping her.
She had a cellular blanket made of cotton for summer and a 100%wool blanket for winter.
I had 2 sets of flannelette sheets but TBH they've never ever been used.
