Just my opinion, but I think you need to find something else for him to miss out on. Not fair to the birthday child (or their parents).

I did that with a play date, but in hindsight, it was the other child that suffered most, not mine.
At the moment, the thing I am having most effect with is taking away a possession and putting it up high, and my DD (almost 6) has to earn it back.
