My 15 month old son suffers with severe eczema which is dairy and also weather related. Meaning when I first put him onto formula at 12 weeks as I was comp feeding him he broke out in eczema. That particular formula was just the standard NAN. However last winter and its happening again now, his skin had dried right out and of course his eczema is back. But thankfully I have it under control as I'm using PURE apricot oil in his bath water and nothing else, washing his clothing in Amolin Baby Clothes Wash and moisturising his skin with Parrifin Cream (unscented). If your little one is grubby you can use the aqueous cream as a wash. I have also found that products with Propolyene Gylcol flair up the condition so probably best to avoid anything with that in it. Check your wipes as all brands excluding huggies contain it and it will make the eczema worse on the face.
