23 weeks & you haven't bought anything, I would be in a panic only because I like to be organised.
Yes it can be very daunting but if you get a couple of your big items first I think you will find it a little easier.
Cot, car seat, dresser of some sort, pram.
Maybe start with those & see how you go.
